The state will become one of the last in the nation to meet President Biden’s deadline — just in time — by joining five others opening eligibility to all by April 19. Alaska became the first in the nation to do so March 9. Washington and California did so this past Thursday. In Oregon, more than 3.4 million of the state’s 4.2 million residents will be eligible. That’s about 82% of the population.
