110 Years Ago - Judge Archbald appointed to newly created Commerce Court

Judge Archbald named to Commerce Court U.S. District Judge R.W. Archbald of Scranton was nominated by President Willam H. Taft to serve on then-newly created Commerce Court. When reached for comment about his appointment, Archbald told a Times reporter, “I will accept the place if I am confirmed.” The Commerce Court judgeship came with a yearly salary of $7,000 and $1,500 for expenses. The term was for four years. The new court was created as part of the Mann-Elkins Act to hear cases that arose from orders from the Interstate Commerce Commission. The ICC, the first federal government regulatory agency, had oversight of the railroads, trucking, telephones and telegraph companies.
