Print San Diego Unified School District officials announced the district will pilot a “Boost Democracy” texting initiative for public participation during school board meetings. The program, which starts Tuesday, July 13, will enable community members who plan to participate remotely in board meetings to sign up to receive texts alerting them when it’s time for their comments. It is one of the first such initiatives in the nation, according to Shane Harris, president of the People’s Association of Justice Advocates, who pitched the idea. He also is urging the San Diego City Council, San Diego County Board of Supervisors and county Board of Education to adopt the feature.

SAN DIEGO  Responding to a request from a newspaper, the San Diego Police Department recently said it did not receive any 911 calls about a homeless Black man in La Jolla who ended up getting punched repeatedly by a pair of officers. The response raised questions about why the department previously stated it would withhold 911 calls tied to the May 12 incident when 34-year-old Jesse Evans was arrested. City officials have said the initial response was a clerical error. In late May, the newspaper La Prensa San Diego made a request under the California Public Records Act that the department turn over audio of any 911 calls tied to the incident, which was recorded by a witness and circulated online, sparking outrage in the community and beyond.

The new law was authored by Assemblyman Kevin McCarty (D-Sacramento), who said he was concerned that the state Department of Justice had denied requests from some community leaders to undertake independent investigations of several high-profile police shootings. The state DOJ has traditionally deferred to county prosecutors, who have handled such cases after investigations by the law enforcement agencies involved. “Police shouldn’t police themselves, and the current system is fraught with conflicts of interest,” McCarty said during debate on the bill. He noted he had first proposed such legislation in 2015 and since then more than 800 people had been shot and killed by police in California.
