He is scheduled to appear in Abbotsford provincial court on June 3.
Boulay is alleged to be behind the wheel of a vehicle that struck Sharon Beckett, 59, as she was walking on a crosswalk in the parking lot, just outside London Drugs, around 7 p.m. on Sept. 29, 2020.
Police say the driver got out of the vehicle, described as a Grey Dodge caravan, and spoke to people in the area, then went back inside the van and drove off without providing assistance to the victim.
According to a GoFundMe page set up to raise funds for Beckett’s recovery, her injuries included a broken ankle, shoulder, neck, back, as well as a fractured face, skull and damaged eye.

Motor broker Be Wiser has appointed Jeff Brinley as chief executive officer.
He replaces Sharon Beckett, who the broker said had stepped down at the beginning of January 2021 to pursue other interests.
Brinley first joined Be Wiser as chief financial officer in November 2020. He has previously spent 29 years at Endsleigh Insurance in a number of roles including CFO.
In 2014 he was appointed finance director personal lines for Zurich, before returning to Endsleigh two years later as CEO.
