City of Winter Springs facing potential fines over water plant sewage leaks, fish kill Jeff Levkulich, Charles Frazier © WFTV.com News Staff 9 Investigates uncovered a malfunction at a Winter Springs water plant sent more than 10,000 gallons of sewage into a private lake surrounded by dozens of homes, creating a massive fish kill. Residents in one Winter Springs neighborhood are sounding the alarm over the company hired to handle the city’s water utility. Winter Springs hired the company, Veolia, in 2019. Since then, there have been multiple incidents involving sewage discharge, as well as a fish kill reported in January. Eyewitness news has learned the Florida Department of Environmental Protection is now considering punitive actions for the city in response, which could include fines.

2021 NPDES Multi-Sector General Permit for Industrial Stormwater Discharges: U S Environmental Protection Agency Issues Pre-Publication Federal Renewal | Mitchell, Williams, Selig, Gates & Woodyard, P L L C

The United States Environmental Protection Agency (“EPA”) issued a pre-publication Federal Register Notice for its 2021 Clean Water Act National Pollution Discharge Elimination System Multi-Sector General Permit for Industrial Stormwater Discharges (“MSGP”). The MSGP is a general permit (as opposed to an individual permit) utilized by EPA to address stormwater discharges associated with thousands of different types of facilities in the United States. The MSGP applies to any number of businesses in multiple industrial sectors. Examples might include cement mixing, scrap metal, trucking, food processing, printing and publishing, oil and gas extraction, and asphalt paving and roofing materials. A separate general permit is used for construction activities.
