As Gov. Andrew Cuomo s administration weighs likely prison closures later this year, thirteen correctional facilities in the North Country could be targets, with most operating far below their inmate capacity.
The number of men incarcerated in the region s state-run prison complex has plummeted by nearly half over the last four years.
In the 2021 NYS budget, the state legislature authorized Governor Andrew Cuomo to close additional prisons this year as is safe and fiscally appropriate, according to DOCCS.
Recent state data shows the North Country currently houses roughly 7,300 men behind bars. That s a 45% drop from 2017-2018, when the region s inmate population was roughly 13,300 in 2017-2018.

Malone Telegram MALONE Bare Hill Correctional Facility has recorded its first COVID-19-related death at its prison, according to the state’s Department of Corrections and Community Supervision online database. It is the second recorded virus-related death overall at Malone’s three correctional facilities the other fatality occurring on Feb. 3, from Franklin Correctional’s prison population. The two deaths at the local prisons are a part of a total state correctional death toll of 32 inmates, according to DOCCS’s database. According to its online database, Franklin County has not yet added the Bare Hill inmate’s fatality to its total number of deaths which currently stands at 12 residents.
SARANAC LAKE Franklin County Public Health logged 62 new cases of COVID-19 on Friday. The number of active cases of COVID-19 has now swelled to 309, far beyond what this county has ever experienced at one time before. There are two outbreaks in Franklin County, both at state prisons in Malone: one at Franklin Correctional Facility and another at Bare Hill Correctional Facility. But there is community spread happening, too, according to Franklin County Manager Donna Kissane. The number of people countywide who have been asked to either isolate or quarantine has reached 830. That’s about 1.6% of the county’s total population.
GOUVERNEUR â Two north country correctional facilities that have managed to evade the novel coronavirus since its onset nearly a year ago have now confirmed cases among inmate populations.
According to updated figures released at 3 p.m. Monday by the state Department of Corrections and Community Supervision, Ogdensburg and Cape Vincent correctional facilities have each logged their first case of COVID-19 among inmates. Both facilities were some of the few in the state untouched by the virus until Monday. They both indicate one positive case each amongst inmate population with 17 tests pending for the Ogdensburg facility and 20 pending for Cape Vincent.
