“We have yet to recover. In the meantime, unemployment is up, the economy is down. We are in recession. The Bayanihan 3 or House Bill 8628 filed by our Speaker Lord Allan Velasco will provide much needed assistance to our fellow Filipinos still in need of help at this time,” Rep.
Florida Robes said in a statement from San Jose del Monte City, Bulacan which is at the outskirts of the capitl region.
According to her, so much more has to be done in helping displaced workers and companies that shut down as a result of the pandemic especially with the continuous contraction of the economy which has resulted in the country’s recession.

House Speaker Lord Allan Velasco on Tuesday, May 11 advised government to “go big” in making available another relief package to address the devastating effects of the novel coronavirus disease (COVID-19) pandemic even as the country’s gross domestic product dwindled by 4.2 percent in the first quarter of 2021, reportedly marking the longest recession faced by the country in recent history.
“As COVID-19 continues to negatively affect the economy, there’s a growing consensus among members of the House of Representatives that the best tool to prevent a long economic downturn is for the government to go big on another relief package,” Velasco said in a statement issued late afternoon on Tuesday.

In a statement, Velasco said the policy, which suspends maritime travel in areas under Storm Signal No. 1 or 36 hours before a weather disturbance occurs in a locality, affects the country s shipping and maritime industry as well as public safety. “PCG s (Philippine Coast Guard) circular has resulted in stressful delays, unforeseen cancellations, decreased economic productivity and stalled shipping services,” Velasco said.

Senator Francis “Kiko” Pangilinan on Sunday urged Senate and House lawmakers to prioritize the passage of the proposed third stimulus package that would help spur the country’s economic recovery from the damage brought about by the coronavirus (COVID-19) pandemic when Congress resumes sessions on May 17.
Pangilinan said lawmakers are in agreement for the need to immediately start the debates on the proposed “Bayanihan 3” or the Bayanihan to Rebuild as One Act, which was filed by Senate President Pro Tempore Ralph Recto last December 2020.
Recto’s version of the bill seeks a P485-billion additional funding to help the economy recover from the pandemic, but does not contain the grant of special powers to the President, unlike the first and second rounds of stimulus or the Bayanihan to Heal as One Act (Bayanihan 1) and Bayanihan to Recover as One Act (Bayanihan 2).
