Voucher advocates spent $14 million promoting the Michigan initiative, twice the amount spent by opponents. In Oregon, Colorado and Washington, voters have rejected private school choice initiatives by wide margins. Since 1978, voucher referendums have lost big whenever they have been directly put to a vote.
