Investigators said he banged his head against his cell door.Sunday said prison staff believed Palmer was experiencing mental health issues.“No one in the York County Prison was aware that Mr. Palmer had consumed drugs, let alone actively experiencing methamphetamine toxicity,” Sunday said.Palmer’s family alleged he had been murdered and filed a federal civil rights lawsuit.The district attorney said he spoke with Palmer’s family on the phone before Tuesday’s news conference.
