Multiple reasons behind the rise in homicides: Drugs, neighborhood turf wars and domestic disputes
Vance recalled how during his patrol days with the Jackson Police Department in the 1980s, some shootings in the city were a result of turf wars between two rival gangs, the Vice Lords and Gangster Disciples. The gangs had migrated from Chicago to Mississippi.
Some of the current killings are more a result of neighborhood rivalries than organized gangs, Vance said, although there are some similarities to gang activity, including underlying drug activity. In other cases, the homicides are a result of domestic disputes.

The president made clear that he intends to approach crime prevention by investing in, rather than defunding, the police as he waded into an urgent national debate over policing.

WASHINGTON President Biden said on Wednesday that states could draw from $350 billion in federal stimulus money to shore up police departments and vowed to crack down on gun dealers who fail to run background checks, as the White House seeks to combat the alarming rise in homicide rates in America’s cities.
Despite the legal strong arms of the world, it isn’t always about the money.
In fact, setting criminal law which is a horse of an entirely different color aside, many times civil actions aren’t about money at all, or maybe only tangentially so. Often, what a dispute centers on, and what the lawsuit is all about, is simply rights and interests. And there is … um … this thing called “justice.” Let’s take a brief stop there.
The root word here is “just.”
Justice is the maintenance or administration of what is just especially by the impartial adjustment of conflicting claims or the assignment of merited rewards or punishments, particularly within the context of societal norms.
