When President Joe Biden signed the American Rescue Plan, there was a collective sigh of relief among the employed, or those who were unemployed during the COVID-19 pandemic.
But the Tax Man still lurks in New York to get his piece of the benefits that helped sustain 3.9 million New Yorkers in 2020.
New York state has yet to waive its income tax on unemployment benefits. And as the 2021 tax season enters the final month before the April 15 deadline, there’s no clear pathway to waive those state income taxes, according to a state spokesman.
Adjusted for inflation and expressed in constant November 2020 prices, the average price of cigarettes increased by nearly 200% between 2017 and the highest point it reached during the sales ban.
Total expenditure on cigarettes (equivalent to total gross turnover of the tobacco industry) changed from an annualised R32.1bn just before the ban to an annualised R72.9bn at the peak of the sales ban, and fell to R31.3bn once the prohibition was lifted.
The sales ban hurt the multinationals - British American Tobacco, Philip Morris and Japan Tobacco International - but greatly benefited the non-multinationals, of which the prominent companies are Gold Leaf Tobacco Corporation, Carnilinx, Best Tobacco Company and Amalgamated Tobacco Company.

Hilton Valentine is amazed. He can’t believe it was 50 years ago that he was playing lead guitar for the Animals and that this Saturday marks the 50th anniversary of the Beatles’ concert at Shea Stadium.
“I’m amazed I’m still alive!” he told me as we sat across from each other last Monday.
