Hertsmere is among Hertfordshire’s two worst areas for fines related to breaking Covid restrictions, latest figures have revealed.  Since the country’s second lockdown was announced in November 89 penalties were issued up to March 1 for ignoring rules on travel, gatherings and social distancing.  Only Welwyn Hatfield (102) had a higher total among the 10 boroughs, with Watford in third with 78.  Fines range from £200 for initial breaches to £10,000 for repeat offenders - which included one Watford man who hosted multiple parties in Vicarage Road. Herts Police’s superintendent Sue Jameson said: “Thankfully the vast majority of people in Hertfordshire have done the right thing and followed the rules so that our officers have not needed to issue a large number of fixed penalty notices.

Darren Bain, 43, of no fixed address, will also be the subject of a Criminal Behaviour Order (CBO) when he is released. Bain appeared at Stevenage Magistrates’ Court on April 14. He had been arrested and charged in March for shoplifting and in relation to his persistent begging. Under his three-year CBO, Bain is not permitted to enter North Herts, and is to refrain from causing nuisance to the public and presenting himself in a manner that could be deemed as begging in England and Wales.
