Competing factions of Wilmington City Council wrestled for control of the new term on Tuesday, hours before it officially began.
It appeared by the end of the night that a narrow majority, led by seventh district Councilman Chris Johnson and opposing an agenda set by President Trippi Congo, won out.
That faction was able to pass its favored internal rules and committee appointments for the session, limiting Congo s powers and setting the stage for how legislation will move through council.
