Congressman Josh Harder stood in the middle of Carnegie Court Wednesday morning surrounded by City of Manteca officials as two homeless individuals were hunkered down in nearby cars.
They were showing Harder preliminary plans for a holistic approach to Manteca’s growing homeless problems that are predicated on the city acquiring 8.4 acres.

Those with an issue with the city’s proposal to shift maintenance, repair, and liability for public sidewalks may have a chance to express their concerns in-person at a future Manteca City Council meeting.
Thanks to staff pulling the item from Tuesday’s agenda and San Joaquin County dropping down to the red tier effective today, when the issue is brought up again for council consideration property owners will be able to make their thoughts known directly to the council from the council chambers’ podium.

Things are looking up for Manteca but the city still has a long road ahead of it to get finances and funding in order so they can tackle major road projects. Caltrans has taken Manteca off its “do not fund” list after the city cleared up its audit snafu. Caltrans had placed the city on its “do not fund” list in October when Interim Finance Director Stephanie Beauchaine uncovered accounting irregularities that showed some $67 million had been placed in the wrong accounts over the years.
Manteca s incoming interim police chief, Capt. Michael Aguilar, is an officer familiar with the job.
Acting city manager Lisa Blackmon announced Mike Harden will complete his interim service as police chief at the end of March. Aguilar, Manteca police s operations division commander, will take over as interim police chief on April 1. City officials also announced the search for a permanent police chief has been postponed.
This will be Aguilar’s second stint as the interim leader of Manteca’s police department. He served as interim police chief from November 2019 to August 2020 after previous police chief Jodie Estarziau was placed on administrative leave and eventually terminated.
