The man police were chasing was wanted for assault, attempted murder, and criminal possession of a weapon.
Chief Herriot-Sullivan says this was a special unit that was involved in the shooting and they do not have body-worn cameras.
The area between Hudson Avenue and North Street on Avenue D is blocked off, and the investigation spans several city blocks.

ROCHESTER, N.Y. (WHEC) Rochester Mayor Lovely Warren and other city leaders plan to launch a new Office of Neighborhood Safety, which the mayor says will bring a unified strategy to reduce violence in the city.
In a news conference at the Father Tracey Advocacy Center Tuesday on North Clinton Avenue, leaders said the office would use strategies ranging from coordinating a non-police response to transformative mentoring, job readiness programs, peacekeeping fellowships, and trust-building, among other efforts.
The city specified the fellowship would identify people with a high likelihood of becoming gun violence victims and enroll them in a program that includes peer-to-peer mentorships and earning. Warren said it mirrors similar programs in Newark, New Jersey, and Richmond, California.

A crowd gathers near the site of Daniel Prude s encounter with police officers in 2020, in Rochester, N.Y., Tuesday, Feb. 23, 2021. A grand jury voted not to charge officers shown on body camera video holding Prude down naked and handcuffed on a city street last winter until he stopped breathing. The Rochester, New York Police Department released body-camera footage Sunday showing a 9-year-old girl being handcuffed and pepper-sprayed by officers who were responding to a domestic disturbance, reportedly including a potentially stolen vehicle.
Last Friday afternoon, officers received a 911 call reporting “family trouble” and upon arrival found a 9-year-old girl dressed in a black hoodie and colored leggings. The girl “indicated that she wanted to kill herself, and she wanted to kill her mom,” Deputy Police Chief Andre Anderson said at a press conference Sunday. Other reports indicate that during the call, officers were approached by the girl’s custodial parent, who said she was afraid her daughter would harm herself or others.
