HOPEWELL Natasha Brown always expected her utilities to be around $25, maybe $30 in the hotter months.
Then her utilities started to climb. Month after month, her bill would rise exponentially although her usage remained the same. The bills kept rising, so bad she recalls receiving a bill for $294. At its highest, her rent would hit $500.
Brown had to see what was up. She says she went to her complex representative to complain around eight times, only to be given the runaround. A number here, a name there, but no matter what she was given it led to the same conclusion nothing. She was stuck.
