Photo by Brian Louwers Advertisement WARREN Citizen complaints about lead-footed drivers in part prompted a recent crackdown on speeding and drag racing along Mound Road, Warren police officials said.   Tickets for speeding, careless or reckless driving, drag racing and operating a motor vehicle without a license were among the citations issued on Mound between 10 Mile and 14 Mile roads on March 20. Capt. Lawrence Garner of the Warren Police Department’s Patrol Division said 23 violations were issued over a four-hour span.
