MARSHALL Marshall kicked off a new phase in planning to update its municipal pool on Tuesday night, with members of the Marshall City Council approving an architectural proposal from Stockwell Engineers, Inc. Representatives from Stockwell said they plan to gather input from community members and city staff, before developing design concepts for the Marshall Aquatic Center.
“We’re excited about this project,” said landscape architect David Locke.
The city started the RFP process for architectural services for the Aquatic Center in January. The city council has been talking about Aquatic Center’s future for the past couple of years. The facility’s mechanical systems are aging and the swimming pool itself is leaking, among other problems, Marshall city staff said.

MARSHALL Â Members of the Marshall City Council were divided Tuesday night on whether to formally speak out against Minnesota adopting low-emission vehicle standards similar to California.
Council members were united in thinking the question should be left up to the state Legislature instead of the Minnesota Pollution Control Agency. But some council members thought the city shouldn’t be taking political positions on the issue.
“As a council, we have a history of kind of staying in our lane,” said Marshall Mayor Bob Byrnes. The Clean Cars Minnesota rule was more of a state government issue than a local one, he said.

MARSHALL Â Construction continues at Marshall’s City Hall and the site of the former Marshall Hotel. And while members of the Marshall City Council were faced with some increased costs, council members said they weren’t completely unexpected.
At Tuesday’s city council meeting, council members discussed and then approved a pair of change orders related to the ongoing construction downtown. Although council members talked about the change orders, there wasn’t much controversy over them. Council member Russ Labat said the discussion was for the sake of transparency within the city.
