PANAMA CITY BEACH  Local officials hope to improve the city s charter with the help of a new citizens committee. In a recent city council meeting, officials formed the Citizens Charter Review Committee to study the Beach s charter and suggest ways it could be improved before the municipal elections in April 2022.  It s been 50 years since the charter (was) established, (and) it s never had an end-to-end review by the community, said Councilman Geoff McConnell, who will act as chairman on the group. I think this is a good thing to get citizens input on their constitution and decide what they want to do.

Panama City Beach officials say public trolleys are key Nathan Cobb, The News Herald PANAMA CITY BEACH  To reduce traffic on Front Beach Road, a public transportation system could be around the corner for the Beach.  That is, once the Front Beach Road Community Redevelopment Area Plan is complete.  The tram is worthless until the CRA is complete, Beach City Councilman Michael Jarman said. You ve got to be able to get from one end of the Beach to the other unobstructed for it to be useful at all. They include widening Front Beach Road to three and four lanes, along with installing sidewalks, bicycle lanes, enhanced lighting, new street signs and landscaped medians, according to the city s website.

Dubbed LSVs for short, the vehicles are known to slow traffic.  The tourists who come down here and rent them. They cruise with them for the most part, Jarman said. The majority of the LSVs we re seeing and unfortunately having problems with are from tourists. He also said there are six businesses on the Beach that rent them that came together last year to create an updated list of safety regulations for their customers. Jarman said that was an effort to do something before the local government had to step in.  The businesses safety plan was then adopted by the Panama City Beach City Council on July 9, 2020. It includes year-round rules that state registered drivers must wear an armband bearing the name of the rental company; registered drivers are the only person allowed to operate the vehicles; and customers who commit traffic violations can be forced to surrender their vehicles to local law enforcement.
