Later in June, the police division expects to finalize department policies for using body cameras, and officers are on pace to begin wearing them in the field by the end of this year.
On May 10, Upper Arlington City Council unanimously approved a $282,992 contract with WatchGuard Video for the purchase of 45 body-worn cameras for officers and 18 cruiser cameras.
Next, officer Bryan McKean said, will be the finalization of policies for how the cameras will be used by officers. Those guidelines are being developed through negotiations with Fraternal Order of Police Capital City Lodge No. 9, which brokers collective-bargaining agreements for the Upper Arlington officers.
The result means city officials can proceed with plans to issue $55 million in bonds for the construction of a 95,300-square-foot community center at Kingsdale.
The project can be included as Continental Real Estate Cos. moves forward with plans to construct three buildings at the former Macy s site. As proposed, the project also will house 458 apartments, 104 senior-housing units, 6,000 square feet for restaurants and a 2-story parking garage.
City officials have said no income taxes or property taxes would be raised to fund construction of the community center.
City Manager Steve Schoeny has said the $55 million bond would provide funding for any contingency expenses above the estimated construction costs.

The city of Upper Arlington has completed the latest step in its effort to achieve zero waste, zero pollution and zero emissions by 2030.
City Manager Steve Schoeny authorized the city to enter into a three-year contract Jan. 13 with Baltimore-based Constellation NewEnergy Inc., a subsidiary of Exelon Corp., to purchase renewable energy certificates (RECs) to meet 100% of the city s annual energy supply.
The switch became effective Feb. 11.
