Tropical Storm Elsa began to pull away from the Lower Keys on Tuesday afternoon and headed up the West Coast of Florida, where it is scheduled to make landfall north of Tampa as a Category 1 hurricane on Wednesday morning.
The storm did bring gusts of 70 mph wind gusts in Key West and 30-mph wind gusts in Marathon, according to the National Weather Service.
As of Tuesday morning, the Lower Keys was experiencing about 2 to 3 inches of rain, with the possibility of 8 inches of rain by the time the storm passes, Rizzo said.
A 23-foot wave was recorded southwest of Western Dry Rocks reef, according to Rizzo.

Jupiter was recognized as a hot spot where anglers are increasingly losing their catches to hungry sharks during a Wednesday workshop on how, or if, mounting complaints of shark depredation can be addressed.
The two-hour discussion, which included testimony by conservationist Guy Harvey and Black Dog charter Capt. Bill Taylor of Jupiter was one of the first formal steps the Florida Fish and Wildlife Conservation Commission has taken to address concerns about damage to the economically bountiful marine industry from sharks gobbling hooked fish.
The Florida Keys National Marine Sanctuary Advisory Council will meet virtually on Tuesday, April 20, and discuss recent regulations at Western Dry Rocks reef and other marine related issues.

Starting April 1, all fishing will be prohibited from April through July in a 1-square-mile area near Western Dry Rocks off Key West.

Western Dry Rocks, which is about 10 miles southwest of Key West, is an important spawning location for many recreationally and commercially important species such as snapper, grouper and permit.
