Costa Mesa is considering boosting the hourly wages of grocery workers during the pandemic, joining a shopping list of other Orange County cities exploring the initiative.
Its city council will discuss an urgency ordinance March 2 to pay certain grocery workers an extra $4 per hour in “hazard pay.”
“Grocery workers generally receive lower wages than other professions deemed essential during the pandemic such as doctors,” says a city report. “There is a need to incentivize experienced grocery workers to remain employed in order to provide continuity of services to the public during the disaster.”

As Costa Mesa prepared to move forward with its retail cannabis plans, its mayor called out illegal dispensaries operating within the city.
Speaking during a special study session on Feb. 23, Mayor Katrina Foley said that under-the-table marijuana dispensaries could be committing tax fraud.
“They [customers] are paying sales tax; it’s not getting collected and sent to the government agencies,” Foley said. “It’s just getting pocketed. In most instances they’re not paying their employees properly, they don’t have workers comp or unemployment. Those employees are not cared for as well.”
