March 13, 2021 TWO high-ranking members of the New People s Army (NPA) surrendered to the 403rd Infantry Brigade of the Philippine Army in Barangay Manalog, Malaybalay City in Bukidnon on March 11, 2021, almost a week after President Rodrigo Duterte s visit in Cagayan de Oro.
Brigadier General Ferdinand Barandon identified the two as Armando Daluniag, a commanding officer of Headquarters Force (HQF) Neo of the Northern Central Mindanao Regional Committee as well as the former deputy secretary of Guerilla Front 89; and Roland Lagunday, a squad leader of Squad 2, Platoon 2 and HQF Neo.
Daluniag and Lagunday surrendered 11 high-powered firearms, namely, four M16 rifles, three AK47 rifles, two M653 rifles, one M230 grenade launcher, and one M14 rifle.

Major Gen. William Gonzales, commander of Joint Task Force Sulu, identified the surrendered ASG men as alias “Ladi,” 16; alias “Sarman,” 19; Mannan Hajan Illah, 26; Abduhail Indanan Marajul alias “Abu Umair,” 34; and Asad Jalali, 64.
Gonzales said that Ladi belonged to the command of slain ASG commander Hadjan Sawadjaan. Meanwhile, Sarman served under the command of sub-leader Apoh Mike; Illah was under the command of sub-leader Albader Parrad; Marajul came from sub-leader Yasser Igasan’s command, and Jalali was recruited into sub-leader Doctor Abu’s command.
Gonzales said that based on the revelations of some of the ASG who surrendered to the government, the apparent lack of education and spiritual guidance in the community played a big role why they were duped of joining the ASG.

Maj. Gen. Greg Almerol, commander of 2nd Infantry Division (2ID), signed a memorandum of agreement with Gov. Hermilando Mandanas to declare Batangas as an area with “Stable Internal Peace and Security” or SIPS. The 2ID has military jurisdiction over Batangas.
Almerol said Batangas “successfully met” the parameters set under the Armed Forces of the Philippines’ (AFP) phases of normalization, specifically the absence of recorded New People’s Army (NPA) violent activities for at least one year.
The division commander thanked local government officials for working with the military to rid the province of NPA rebels.
