The state budget proposed by Gov. Dan McKee last week sustains Rhode Island s long-debated corporate incentives and expands one program that his predecessor Gina Raimondo once attacked.
The $42-million Small Business Development Fund, approved by lawmakers in 2019 over Raimondo administration objections, offers tax credits to investment groups that put money into local companies.
A series of revisions to the program in McKee s budget would give the state Commerce Corporation greater power to decide who has qualified for the tax credits, a major complaint of the economic development agency under Raimondo.
The original version of the program allowed any investment group that submitted a complete application to qualify for credits, prompting the Commerce Corporation to quickly add numerous application requirements and reject the entire first round of applications.
