Sentences increased for men involved in attempted child sex offences
Four men have had their sentences increased following an intervention by the then Solicitor General, Rt Hon Michael Ellis QC MP.
The four cases were unrelated but they each concerned a defendant who had attempted to commit sexual activity with a child online.
Their sentences were referred to the Court of Appeal under the Unduly Lenient Sentence scheme. Due to the specific nature of their offences, each case was heard in a joint hearing on 4 March 2021. The Court of Appeal handed down the judgment for the cases on 21 April.

1/1 A PAEDOPHILE who arranged to meet an “11-year-old girl” for sex is due to have his prison sentence reviewed at the Court of Appeal. Matthew Millen travelled to Southampton to have sex with a young girl called Grace. The 44-year-old took out £350 to pay for the horrific act which he planned to film. Without realising it, Millen had been to an undercover police officer and Grace did not exist. He was arrested at a McDonald’s restaurant in Westquay Shopping Centre in March 2019. The former Bank of England cyber-security expert was convicted of attempting to pay for the sexual services of a child following a trial at Southampton Crown Court in December.
The offences range from drug dealing, child sex crimes and violence.
Rocky Price Violent thug Rocky Price stormed into his victim’s home demanding money while intoxicated. The 26-year-old of Lodge Lane, Grays had been barred entry to the home but he forced himself past the woman. On October 23 this year at 7pm, Price attended the woman’s address after having a few drinks, and was demanding money. The woman blocked his entry, but he shoved past her and moved into the kitchen. He picked up the keys to her van that were on the counter, along with a hammer, while the woman kept telling him to leave, but he kept asking for money.
