6月12日11时28分，浦东公安分局交警支队接报一起警情，南芦公路鸿音路口东侧，一中年男子倒卧在地昏迷不醒。民警郑建平立即赶赴现场处置，此时倒地男子和电动自行车已经被热心群众扶到了一边，男子已经苏醒了。受伤男子是附近居民，姓严，但对于如何受伤他完全不记得了。郑建平见状火速上报情况要求120急救人员到场救助，同时先行开展现场勘查，很快确认这是一起两辆电动自行车相撞引发的事故。
入院后，医护人员发现由于严师傅骑行时并未佩戴头盔，头部缺乏防护，事发后出现颅脑出血症状，立即发出病危通知书。人命关天！浦东交警支队立即启动预案成立专案组开展调查，事故现场及周边公共视频被调阅出来。专案组的民警们分头查看了近200小时的视频，成功还原了事发经过。
