WATERVILLE – Herb Foster, 83, of Waterville, passed away peacefully at home on June 1, 2021 with his family by his side.
Born in Waterville on Sept. 15, 1937, he was the only child of Donald and Irene Viens Foster, both deceased. Herb had a migratory childhood as his parents were in the hotel business. He received his early education in Greenfield, Mass., was a Boy Scout and active in the YMCA. He graduated Cum Laude from Deerfield Academy in 1956 and from Middlebury College in 1960, where he majored in Russian. He later received the Diplôme de Langue et de Français Parlé, Mention Honorable, at the Alliance Française in Paris, France. Following his year abroad he taught foreign languages in Central Maine schools for 20 years.

Edgartown selectmen back conversion to select board

On the recommendation of Babson College executive Jane Edmonds and business consultant Kate Putnam, members of the Martha’s Vineyard Women’s Forum, Edgartown selectmen voted 2-0 Monday afternoon to add an article to the 2021 warrant that would change the Edgartown board of selectmen to the Edgartown select board.
“I think it’s really important … especially at this point in our societal experience, to use inclusive language and to remove gender references where it’s possible to do that,” Putnam said.

Herb Foster passed away last week. He was a mentor to me, encouraging us to write the book about the Vineyard in World War II. He enjoyed Land Bank walks like Tiasquam Reservation and Peaked Hill. He supported community projects like the Island Food Pantry and the Edgartown Library staff tuition program. He always had his eye on public relations, sharing his research and literary efforts. He was mischievous, quick with a joke. He was always eager to meet new people. He was patriotic, participating in parades and military burials. Herb was an amazing man in many ways, a motivator and inspirator to those he met.

The Island lost two of its leading and longtime civil rights advocates Saturday, Vera Shorter and Herb Foster.
Shorter was born in 1923 in Huntington, Long Island.
Shorter’s life was devoted to family, career, and civil rights advocacy in New York. She attended business school, and became the first African American equal opportunity officer in the New York district of the IRS. Her activism led her to the Brooklyn chapter of the NAACP.
