Officials with Norfolk Southern say they’re furloughing fewer than 20 employees at the Juniata Locomotive Shop in Altoona.
Officials say they made the decision to align their operations with the current economy.
“Today, Norfolk Southern informed employees at our Juniata Locomotive Shop of the furlough of fewer than 20 mechanical employees. This announcement is part of overall plans to align our operations with the current economy.
“Furlough decisions are always particularly difficult. We will work with furloughed employees that may have the opportunity to apply for positions, as available, elsewhere on the NS system.
“NS appreciates the hard work and commitment of all the men and women on the Thoroughbred Team and will continue our strong presence in this area.”
The company informed the employees Friday.
“(It) is part of overall plans to align our operations with the current economy,” company spokesman Jeff DeGraff said in an email.
The furlough comprises 10 carmen, six boilermakers and one laborer, according to a shop employee who asked that his name not be used.
The company had planned to lay off the workers to offset a reduction in rail traffic due to the collapse of the coal industry and the effects of COVID-19 on the economy, said State Rep. Lou Schmitt, R-Altoona, who learned of the plans last month.
COVID-19 led the firm “to align our assets and resources with demand and generate sustainable margin improvement,” said company CEO James Squires in a news release on last year’s third quarter performance.
Norfolk Southern announces mechanical department employee furloughs.

Norfolk Southern announced yesterday that it plans employee furloughs in the mechanical department. This action continues the trend of shrinking employment on Class 1 and other railroads due primarily to the implementation of precision scheduled railroading (PSR) and the effects of the pandemic on the economy. RT&S reached out to Norfolk Southern for information and received the following statement:
“Norfolk Southern informed employees of furloughs within our mechanical department that are needed to align our operations with the current economy. We know furloughs are always hard for impacted employees and even harder around the holidays. We are working to provide an extended notice period for impacted employees. NS appreciates the hard work and commitment of all the men and women on the Thoroughbred Team, which makes these decisions particularly difficult.
