The City Council is expected to authorize purchasing the building housing the former San Joaquin Public Health Department clinic at 124 Sycamore Avenue and the adjoining 20 stall parking lot in downtown Manteca when they meet Tuesday at 7 p.m. during a Zoom meeting.

The fund accounting issue goes back to irregularities in the city’s books uncovered last fall that the finance department is still trying to sort out. Included is the fact the last time the city’s ledger was properly balanced was at the end of the 2018-2019 fiscal year 19 months ago.
Interim Finance Director Stephanie Beauchaine noted staff is not comfortable providing account balance numbers in a number of cases. That’s because funds that are restricted by law were placed in the wrong accounts over the years.
She noted that as the finance department steadily works at putting the puzzle together numbers change almost daily as charges and revenue are assigned the correct account. The process is tedious and time consuming as the city wants to have all the pieces in the right place so going forward the council and public will have a correct and current snapshot of municipal finances.

Distribution of COVID-19 vaccines to San Joaquin County residents that do not have access to them through healthcare providers such as Kaiser and Sutter Health will likely not start until early next month.
That is the result of weekly vaccine allotments from the state being cutback as well as orders to hold back 50 percent of all doses. The hold order is due to an effective vaccination requiring two doses 10 days a part. The fear is if the county doesn’t do that and future dose deliveries are reduced or are delayed thousands of people who have already received the first shot may be for naught given the second shot has to occur within 10 days.

David Marques will serve as the City of Manteca’s interim fire chief.
The Manteca Fire Department battalion chief is currently the acting fire chief following the resignation of Kyle Shipherd. City Manager Miranda Lutzow has picked Marques to serve as the interim fire chief starting Feb. 1.
A temporary replacement from the department’s ranks will handle the battalion chief slot Marques occupies while he is serving as interim fire chief.
