PESHAWAR: The Peshawar High Court on Thursday issued a stay order stopping the Peshawar Electric Supply Company (Pesco) from recovering dues from two industrial units on account of the quarterly tariff adjustment by the National Electric Power Regulatory Authority (Nepra).
A bench consisting of Justice Mohammad Ibrahim Khan and Justice Ishtiaq Ibrahim issued notices to the respondents, including Nepra, Pesco and federal power secretary, seeking their response to two petitions filed by the Taj Wood Board Mills Limited and Taj Re-Rolling and Steel Mills Limited against the quarterly tariff adjustment by the Nepra for power consumers.

Somehow the government has been unable to tackle the circular debt problem despite promises to the IMF and to the people of Pakistan. Now reportedly the government is trying to get the power to impose more surcharges in the consumer tariff. While the government’s economic managers negotiated with the IMF there was an understanding that the government would make efforts to contain the spiraling circular debt and also generate resources to fund future projects. The government is apparently unable to meet its financial obligations in the power sector and as a result the sector is marred by increasing circular debt and other problems. If the government imposes more surcharges, it is consumers who will be placed under ever more more pressure.

ISLAMABAD: In line with the understanding reached with the IMF, the government is trying to have powers to impose more surcharges in the consumers tariff not only to fund future projects of paramount importance but also meet financial obligations of the government in the power sector.
The consumers will also pay the principal amount of loans apart from debt servicing in the shape of surcharges with an aim to settle the circular debt that has hiked to Rs2.4 trillion. And more importantly the surcharges to be levied by the government to this effect will not be made public in the electricity bills, rather it will be made part of expenditures to be charged by DISCOs as cost of service or part of Distribution Margin.
