The Minneapolis Charter Commission overwhelmingly voted Wednesday to reject the idea of putting a citizen-led petition for rent control on the November ballot, citing policy and legal concerns.
But the commission suggested that a city effort to control rents still must go to voters, offering a substitute amendment that it said complies with state law.
Commission members said that a resident-driven petition typically drafted by advocates could result in poorly drafted law that might threaten the rights of those it s meant to help. Minneapolis voters will decide this fall whether to change the balance of power in City Hall, granting the mayor more authority over daily operations and restricting the council s role.
The Minneapolis Charter Commission voted unanimously Wednesday to place the question before voters in November, where it will share the ballot with races for mayor and all 13 City Council members, and possibly a separate proposal to replace the police department.

Two hotly contested rent control initiatives are heading to the Minneapolis Charter Commission for review.
The Minneapolis City Council gave unanimous approval Friday to forward a proposed charter amendment that would allow the city to either impose a rent control ordinance if approved by voters or put the issue on a future ballot.
Council members also voted 11-2 to advance a separate charter amendment proposal that would allow Minneapolis residents to put a rent control question on the ballot by petition.
The court-appointed charter commission has 150 days to make a recommendation to the council. City leaders can accept or reject those recommendations before a final vote in August would send the issues to voters in November.
