Drayce Osborne-Strong, 19, of 1 Thames River Place was charged Thursday with risk of injury to a minor, second-degree assault and third-degree criminal mischief.
State police - Montville
Justin R. Scala, 33, of Versailles was charged Thursday in Sprague with third-degree strangulation, third-degree assault and violation of a protective order.
Jordan K. Johnson, 29, of Jewett City was charged Thursday in Griswold with violation of a protective order.
Waterford
Christopher Rosarie, 26, of 82 Maple Ave., New London, was charged Saturday with being a fugitive from justice.
Desiree Smith, 21, of 69 Michael Road, New London, was charged Saturday with fifth-degree larceny.
Local and state leaders mostly praised legislation passed by the state Senate on Monday that would allow for tax breaks for Connecticut data centers.
H.B. 6514, An Act Concerning Incentives for Qualified Data Centers to Locate in the State, is important to eastern Connecticut, a potential landing spot for data centers. During a public hearing last week, Randy Collins from the Connecticut Conference of Municipalities said he’s had conversations with Groton, Montville and Norwich about considering such facilities in Connecticut.
Sen. Cathy Osten, D-Sprague, said an interested developer has talked to Norwich, Groton, Montville and Ledyard officials. She said the eastern Connecticut delegation and several others met with state Department of Economic and Community Development Commissioner David Lehman to ensure the towns weren’t left out of a deal.

Groton City
Kelsie I. Sampson, 27, of 16 Division St., No. 2N, was charged Wednesday with driving under the influence of alcohol or drugs, possession of less than a half-ounce of cannabis-first offense, and drug paraphernalia.
New London
Tristen R. Heller, 25, of 63 Connecticut Ave. was charged Wednesday with operating a motor vehicle with a suspended license and failure to obey stop sign.
Miguel A. Costa, 30, of 21 Litton Ave., Groton, was charged Wednesday with two counts of violation of probation.
