Manchester police said they responded to 401 Cypress Street around 10 a.m. after receiving reports of a man claiming to have a bomb outside a mental health center. According to police, officers were able to convince the man, who was agitated and yelling, to move away from the device. The man, identified as Ernesto Mateo, 31, of Manchester, was taken into custody without incident, authorities said.
