A suspicious device was located and a person was taken into custody Wednesday morning during an incident outside the Greater Manchester Community Mental Health Center, police said.Police said a man with a box was yelling outside the building on Cypress Street at about 10 a.m. Police said officers were able to use de-escalation techniques to calm him down and move away from the box. He was then taken into custody. The health center and four nearby homes were evacuated as a precaution, and the state police bomb squad was called. The bomb squad disrupted the device and determined there was no danger to the public, police said.The man was identified as Ernesto Mateo, 31, of Manchester. He was charged with placement of simulated explosives and resisting arrest and is being held in preventative detention.Elliot Hospital was taking in patients and supporting staff members during the evacuation.
