A woman in 2006 told investigators that Kapusta, while driving his personal truck and not wearing a uniform, forced her to pull over on Milwaukee s southwest side in predawn hours while she was helping her boyfriend deliver newspapers. The woman said Kapusta drunkenly approached her car, pointed a gun at her head and yelled Put your hands where I can see them! and I m the (expletive) police!” He did not fire and left after she said she would call police. The woman’s boyfriend told a similar story to investigators but said he did not see Kapusta point the gun at her head.
