Why are so many 12th graders not proficient in reading and math?

Math and reading scores for 12th graders in the U.S. were at a historic low even before the COVID-19 pandemic forced a massive shift to remote learning, according to results of the 2019 National Assessment of Educational Progress released in late 2020. In November, Virginia State Delegate Michael Webert, Dist. 18 Republican, filed a crucial piece of legislation that would give parents in Virginia control over the money put towards their child’s education. Mr. Webert’s bill, H.B. 1742, gives families emergency financial relief during the pandemic if school districts do not offer students access to in-person instruction. Despite calls to support the bill from Virginia voters, however, it appears families in Virginia will fall victim to a revolting display of party politics. The bill that would put emergency education vouchers in the hands of families has been stopped dead in its tracks by the Democrat-controlled state legislature.
