Apr 12, 2021 ST. CLAIRSVILLE The Belmont County Sheriff’s Department and the Ohio Organized Crime Unit made three arrests following an investigation of narcotics delivered from Texas into Belmont County. The Ohio Organized Crime Unit is staffed with detectives from the Belmont County Sheriff’s Office. The investigation took them to Martins Ferry, where the detectives worked in cooperation with city police to intercept the drugs. The investigation did not end there, but took law enforcement to Bridgeport and to a local restaurant in St. Clairsville. Ernest Booker Jr., 23, was arrested for first-degree felony possession of drugs. Alex Leasy, 26, also was arrested for first-degree felony possession. Donnie Pugh, 41, was arrested on an outstanding warrant out of Belmont County Common Pleas Court for failure to appear on drug trafficking charges. No addresses were provided for the subjects who were arrested.

Times Leader Staff Writer ST. CLAIRSVILLE Large-scale water and sewer upgrades are expected to begin next year in Belmont County, with a lower interest rate than was first expected, but the process of acquiring property or easements continues using eminent domain in some cases. The commissioners finalized paperwork Wednesday to lock in the interest rate on a 40-year water improvement loan at 1.25 percent. “We’ve been a little bit slow getting to this point. One of the benefits is that the rates were changing during that time and we ended up being able to lock in a lower rate than we would have been earlier,” Belmont County Commissioner J.P. Dutton said.
