North Carolina’s annual state budget bill seldom only deals with the question of how the state government spends its revenue. The 2021-22 budget proposal from the state Senate is no exception, and it carries the usual freight of otherwise-unrelated provisions. Some fit in the convenience bucket — it’s easier to hold one vote on one bill than dozens on as many separate measures — and some propose controversial ideas that would have trouble getting approved on their own merits.
