FKEC completes building expansion, dedicates facility

Florida Keys Electric Cooperative recently held its first board meeting in the completed addition of the Marathon Operations Center. The 4,200 square-foot one-story expansion increases FKEC’s capabilities to feed and house crews after a major storm and offers a more functional space for meetings and training. Prior to the meeting, FKEC board members and staff unveiled the name of the building addition to be the Michael H. Puto Emergency Operations Annex. A surprised Puto thanked his fellow board of directors and FKEC staff for the honor. Representing Marathon members for 28 years, Puto is the longest-serving member of FKEC’s board of directors. He was the board secretary for 18 years and is currently the vice president. Puto has held positions such as Marathon city manager, Monroe County commissioner, vice mayor and mayor of Monroe County, and was appointed to the 16th Judicial Nomination Commission. Cheers: To the Key West City Commission for quickly realizing the possibility of a state bill passing that would require all live-aboard boaters in the Florida Keys to move their boats every three months and discussing ways to mitigate the impact on local boat owners “living on the hook.” Options being considered include expanding the 140-anchor Garrison Bight mooring field, and creating some new mooring fields, which would give live-aboards more places to go every three months. And Monroe County has been looking into new mooring fields options, including Jewfish Creek, Buttonwood Sound on the bayside in Key Largo and one in Boca Chica Basin.

Documentation Critical to Florida Utility s FEMA Reimbursement Arbitration A Panel consisting of Judges Beardsley, Drummond, and Russell has determined the Florida Keys Electric Cooperative is entitled to partial reimbursement of its costs incurred to establish two full-service base camps to support recovery and power restoration efforts immediately following Hurricane Irma in 2017. Based on data included in the Decision, the Cooperative will recover approximately 84 percent of the costs incurred, compared to a full denial going into the arbitration and a subsequent determination by FEM that approximately 20 percent of the costs were eligible. The Panel focused on reasonableness of the costs incurred. Presumably based on the notion that a properly procured contract is indicative of the reasonable cost of the associated work, the Panel first considers FEMA s position that the contract was not compliant with the Cooperative s or FEMA s procurement requirements.
