DALLAS (SMU) – A World Athletics panel ruling that Paralympic sprinter Blake Leeper cannot compete using unnaturally long, blade-like prostheses at the Tokyo Olympics was based on research led by renowned SMU human speed expert Peter Weyand.
The governing body for track and field athletes said Monday that Leeper’s disproportionately long prostheses, would give him an “overall competitive advantage”. The ruling follows testing by Weyand and University of Montana professor Matt Bundle on Leeper and his running specific prostheses (RSPs) at SMU Locomotor Performance Laboratory.
Weyand is Glenn Simmons Professor of Applied Physiology and professor of biomechanics in the Department of Applied Physiology & Wellness in SMU’s Annette Caldwell Simmons School of Education & Human Development. World Athletics has rejected an application from American double amputee Blake Leeper to run on particular running-specific prostheses (RSPs), preventing him from competing in the Olympics or World Athletics events.
The governing body said the mechanical passive-elastic carbon-fiber blades gave him a leg length of 104 centimeters and a standing height of 184 cm, which gives him a competitive advantage over athletes not using such aids.

After careful deliberation the Panel, chaired by David Grace QC, reached the following decision:
“World Athletics has satisfied its burden of proof on the balance of probabilities that the use of the mechanical aids by Blake Leeper in the form of passive-elastic carbon-fibre running specific prostheses (RSPs) that give him a leg length of 104 centimetres and a standing height of 184 centimetres provides Blake Leeper with an overall competitive advantage over an athlete not using such aids, with the result that the use by Blake Leeper of such RPSs in any World Athletics sanctioned events is not allowed pursuant to Rule 6.3.4 of the Technical Rules of World Athletics.”

The governing body said the mechanical passive-elastic carbon-fibre blades gave him a leg length of 104 centimetres and a standing height of 184 centimetres, which gives him a competitive advantage over athletes not using such aids.
World Athletics has a Maximum Allowable Standing Height (MASH) rule that prevents disabled athletes from âover-compensating for the absence of a missing limbâ and was applied in Leeperâs case.
