On May 2, the Chhattisgarh government began vaccinations in the 18-44 age category, a mammoth effort given the sheer size of this age group and the national shortages in vaccine supply. What further complicates matters is a controversial announcement made earlier that Antyodaya and BPL (below poverty line) card holders would have priority in vaccinations. Since the Centre’s priority categories were based on age (‘above 60’, ’45 to 59’, etc), and therefore medical risk, this makes Chhattisgarh the first state in India to introduce non-medical discrimination in its vaccine drive.
