National homeless expert begins work as a San Diego consultant

SAN DIEGO    Matthew Doherty is bringing a national perspective on homelessness to San Diego, and his new six-month consulting job here is a kind of homecoming. Q&A: The LRA Commander Dominic Ongwen and the ICC

Ongwen was known as one of the more ruthless commanders of the rebel group the Lord’s Resistance Army (LRA). He is from northern Uganda.
