Matthew Doherty is bringing a national perspective on homelessness to San Diego, and his new six-month consulting job here is a kind of homecoming.
Mayor Todd Gloria recently announced he was hiring Doherty, a former Obama administration expert, to make sure San Diego is spending its resources on proven solutions that get people off the streets and making progress toward ending chronic homelessness.
His contract is for $50,000 and calls on him to provide expert guidance and recommendations to inform critical decisions by Gloria regarding departmental structures, delineation of roles, and coordination structures to best drive progress on preventing and ending homelessness in San Diego.

De Leon remarked that the continuous surrender of former rebels to the Philippine National Police and Armed Forces of the Philippines is a manifestation of the effectiveness of the whole-of-nation approach to end insurgency.
Ongwen was known as one of the more ruthless commanders of the rebel group the Lord’s Resistance Army (LRA). He is from northern Uganda. His family indicates that he was born in 1980 and that the rebel group abducted him on his way to school in 1990, when he was about 10. Senior LRA leaders gave him military training, and he eventually became an LRA commander.
After LRA forces left northern Uganda in 2005 and 2006, troops under Ongwen’s command repeatedly terrorized communities in Congo’s Haut Uele and Bas Uele districts. His troops were responsible for some of the LRA’s most vicious attacks in the following years, including the Makombo massacre in 2009, one of the worst during the LRA’s long, brutal history. Troops under Ongwen’s command killed at least 345 civilians and abducted another 250, including at least 80 children, during a four-day rampage in the Makombo area of northeastern Congo.

Nearly 5,000 residents in the Santa Cruz Mountains have been ordered to immediately evacuate their homes to avoid potentially dangerous mudslides. However, county officials are concerned that most of them likely won t comply, which could further strain resources across the region.
