Protective cover for NoRK returnees
The Budget envisages an integrated expatriate employment scheme for protecting NoRK (non-resident Keralites) returnees who lost their jobs due to the changing labour laws in the Gulf countries and the COVID-19 pandemic. An outlay of ₹100 crore is earmarked for the scheme.
In his Budget speech, Finance Minister T.M. Thomas Isaac said priority would be given to the expatriate returnees in four schemes, namely Digital Employment Scheme for the Educated, Loan based Entrepreneurial Development Programmes, Service Providing Societies, and Marketing Network.
Skill development training would be provided to the returnees so as to help them go abroad again, he noted.

Dr. Azad Moopen, founder chairman and managing director of Aster DM Healthcare, commended the welfare measures in the budget for the weaker sections and the announcements in healthcare and for non-resident Keralites.
He applauded the announcement to create employment opportunities for over 8 lakh people in various sectors and welcomed the decision to make COVID-19 vaccine available to all for free.
“The health sector has been provided with an allotment of ₹2,341 crore, which underlines the importance the government has placed on this. The health infrastructure has been allotted a massive amount of ₹3,122 crore through KIIFB,” he said, also welcoming the continuation of the Karunya scheme.

Azad Moopen, Founder Chairman and Managing Director, Aster DM Healthcare welcomed the budget announcement of providing ₹2,341 crore for the health sector. He said that this underlines the importance the government has placed on the sector.
He said, the announcement that Covid-19 vaccine would be made available free of cost to everyone in the State is a very positive news. It is good to know that the Karunya scheme which covers more than 41 lakh people will be continued with insurance support. It is good to see that 4,000 new posts would be created for the health sector, from primary care to the medical colleges.
