Abstract: The ocean economy is experiencing rapid growth that will provide benefits but will also pose environmental and social risks. With limited space and degraded resources in coastal areas, offshore waters will be a particular focus of Blue Economy expansion over the next decade. When emerging and established economic sectors expand in offshore waters (within national Exclusive Economic Zones), different potential Blue Economy opportunities and challenges will arise. Following a series of interdisciplinary workshops, we imagine two technically possible futures for the offshore Blue Economy and we identify the actions required to achieve the more sustainable outcome. Under a business as usual scenario the focus will remain on economic growth, the commodification of nature, the dominance of private over public and cultural interests, and prioritisation of the interests of current over future generations. In a statement, Stratbase Albert del Rosario Institute for Strategic and International Studies (ADRi) president Prof. Dindo Manhit said the expansionist ambition was further recently revealed by China’s swarming of the Julian Felipe Reef and the deployment of its military, Coast Guard and militia-manned ships in the South China Sea which includes the Exclusive Economic Zones of the Philippines and other countries.
“The persistent and deliberate swarming maneuverings of their maritime militia vessels in Philippine waters reveals China’s expansionist ambitions and renders false their pronouncements to safeguard peace and stability in the region,” Manhit said.
Athens, visiting president of Libyan presidential council agree to commence talks on delimitating maritime zones

The Greek and Libyan foreign ministries will immediately begin deliberations to delimitate maritime zones in the east Mediterranean, according to an agreement in Athens on Wednesday announced after a meeting between Greek PM Kyriakos Mitsotakis and visiting president of the Libyan Presidential Council, Mohamed al-Menfi.
Al-Menfi, a career diplomat, had previously served as Tripoli s ambassador to Athens, and during the period when the Government of National Accord (GNA) signed the controversial Libya–Turkey maritime deal essentially drawing Exclusive Economic Zones (EEZs) between the former and the North African country by erasing all Greek islands and territorial waters between them.
