Also planned this week are measures that increase the maximum number of students in classrooms. Even in the face of this open policy to subordinate human lives to private profits, pseudo-left organizations and the São Paulo state teachers’ union, the APEOESP, have kept a complacent silence about the millionaire governor’s herd immunity policy.

  Status – Has any special status been introduced? Firstly, it is important to mention that Brazil is a Federative Republic formed by the indissoluble union of the States, the Municipalities and of the Federal District. Every federative entity has specific powers, but there are also powers that are common to the Federal Government, the States, the Federal District and the Municipalities. That is the case of health-related issues, as set forth on item II, article 23, of the Federal Constitution. This Decree allowed the Federal Government to not observe the fiscal budget for 2020 and it also allowed the use of additional funds for emergency measures.
