Teachers union and pseudo-left embrace São Paulo government’s herd immunity policy
With São Paulo and all of Brazil facing the threat of a third wave of the COVID-19 pandemic, right-wing Governor João Doria (PSDB-Brazilian Social Democracy Party) last week announced new measures to lift restrictions on nonessential services. Also planned this week are measures that increase the maximum number of students in classrooms.
Even in the face of this open policy to subordinate human lives to private profits, pseudo-left organizations and the São Paulo state teachers’ union, the APEOESP, have kept a complacent silence about the millionaire governor’s herd immunity policy.
Status – Has any special status been introduced?
Firstly, it is important to mention that Brazil is a Federative Republic formed by the indissoluble union of the States, the Municipalities and of the Federal District. Every federative entity has specific powers, but there are also powers that are common to the Federal Government, the States, the Federal District and the Municipalities. That is the case of health-related issues, as set forth on item II, article 23, of the Federal Constitution. Therefore, all federative entities have the power to enforce measures related to the coronavirus crisis (position confirmed by the Supreme Court).
On a national scale, a Decree was issued (Legislative Decree 6/2020) to recognize the public emergency condition in Brazil, with effect until December 31, 2020. This Decree allowed the Federal Government to not observe the fiscal budget for 2020 and it also allowed the use of additional funds for emergency measures.
RIO DE JANEIRO, BRAZIL - The São Paulo Museum of Art (MASP), a landmark on the busy Av. Paulista, will reopen to the public next Saturday, April 24th, following the state government s new guidelines in relation to the Covid-19 pandemic. The museum will operate at 25% capacity until April 30th, when a new reassessment of the São Paulo Plan will be conducted.
