Police Make Arrest in Fatal Hit-and-Run MIDLAND, TX – A 19-year-old man is behind bars after he was arrested in connection to a fatal hit-and-run on Sunday. The driver of the vehicle, 19-year-old Armando Barba, drove away from the scene of the accident. Barba was arrested at the Airline Mobile Home Park after authorities received a Crime Stoppers tip.
