PDD fares poor in billing, collection efficiency

Irfan Tramboo SRINAGAR, Aug 4: Power Development Department (PDD) has the lowest billing as well as the collection efficiency across the country, as per the analysis of the performance carried out for the financial year 2019. As per a report titled ‘Turning Around The Power Distribution Sector-Learnings and Best Practices from Reforms’ published by the NITI Aayog with regard to the performance of the Discoms across the country, the JKPDD, as per the figures given in the report, has turned out to be a bad performer followed by Arunachal Pradesh. The report revealed that J&K has the Billing Efficiency of just 61 per cent, while the Collection Efficiency has been given out as 82 per cent, while the report underlined the need for improving both the parameters.

Scores of such workers appeared here and were seen protesting against the department for making them suffer for the last several years. The protestors said that they have been working in the department since 2012 and until 2019, they were getting the wages. “However, in the year 2019, the Executive Engineer stopped our wages and we were told to contact the concerned officials since then we are running from pillar to post,” Rafiq Ahmad, one of the protestors said.

Pic: DIPR After amending Article 226 (2) of the Jammu and Kashmir Civil Service Regulations, authorities have ordered a fresh review of its employees’ performance for retirement after 22 years of service or 48 years of age. In November, the Jammu and Kashmir Board of School Education (JKBOSE) prematurely retired an orderly named Fayaz Ahmad Siraj after completing 27 years of service on October 14, 2020, making him the first employee to retire under the new law. Alongside the amendment, the Jammu and Kashmir Finance Department had asked the administrative secretaries for carrying out a review of the respective employees’ performance for implementation of the new rule.

He was accompanied by Deputy Commissioner Bandipora, Dr Owais Ahmad, MD, KPDCL Basharat Qayoom, MD JKPDC, Raja Yaqoob, Chief Engineer Projects, CGM (PFC) SS Rao, Consultant PFC, Mazhar ul Haque, Manager PR PFC, Gaurav Anand, SE Projects North, SE O&M North and other senior officers. Pertinently, 33/11 kV Station at Nusoo, Bandipora is one among the two new 33/11 kV stations in Bandipora district under centrally sponsored scheme IPDS.
