Richard Losee, the owner of Cirque Lodge treatment centers, is suing Utah County with claims a conservation easement the county commission placed on the falls last month violated its own code. Losee had plans to build a private lodge at the top of the falls, and an aerial tram, for residents of his alcohol and drug rehabilitation center that would also be open to the public for a fee.
