Burlington, IA- The Burlington City Council on Monday night awarded the TIGER Grant Project to a Dubuque-based construction company. The council voted unanimously on Monday to award the project to Dubuque-based Portzen Construction for just over $21 million. The project will consist of two halves, the redevelopment of the riverfront, and of Main and Jefferson Streets. "Both Pieces were bid by Portzen Construction," City Manager Chad Bird said. "And pieces being the roadway improvement piece at 14 million-eight, and the riverfront revitalization piece at 6.6 million. Previous bids for the project came back repeatedly over budget, mostly due to increases in construction costs surrounding COVID-19.
